The firm serves as the City Attorney for the City of Capitola and the City of Half Moon Bay. The firm is General Counsel and Special Counsel for many other public agencies and special districts within Santa Clara, Santa Cruz, San Mateo, Monterey, San Benito Counties, and the San Francisco Bay Area.

Our firm was founded by Rod Atchison in 1964, after he initially served two years as the “in-house” City Attorney for the City of Santa Cruz. From its inception, the firm focused on a public law practice, with Mr. Atchison serving as the City Attorney for the City of Santa Cruz. Mr. Atchison’s exemplary service and dedication led to his serving as the City Attorney for the City of Santa Cruz for a total of 28 years, until his retirement in 1990.
The firm’s reputation as trusted counsel continued with Mr. Atchison’s successor, John Barisone, who represented the City of Santa Cruz as its City Attorney for the next 25 years, from 1990 until Mr. Barisone’s retirement in 2015. During his tenure, Mr. Barisone also expanded the firm’s practice by serving as the City Attorney for the City of Capitola from 2001 to 2015.
It is noteworthy that our firm has represented the City of Santa Cruz for the past fifty-five years.
