The question
I am a member of a property owner's association with a board of directors elected by the membership. The by-laws state: Section 1 General Powers: The sole governing powers shall be vested in the Board of Directors, who shall manage the business, property and affairs of this Corporation.
Does this allow the board to ignore/not enforce the remaining by-laws specifically written to address certain cituations? By-laws may be passed, amended or revised by at least 2/3 vote of the membership at the association annual meeting.
